AUSTIN, TX (09-03-2025) – Students for Life Action (SFLAction) President Kristan Hawkins praised the Texas Senate for passing House Bill 7, after the bill cleared the Texas House last week; next stop, the desk of the governor for signature. The Women and Child Protection Act targets Online, No-Test Chemical Abortion Pill traffickers by empowering those harmed by the harmful pills to hold them accountable. Hawkins noted: “For the second time, the Texas State Senate had a first-in-the-nation opportunity to hold to account the Chemical Abortion Pill pushers selling their deadly drugs in the Lone Star State and hiding from the life-and-death consequences. And the Pro-Life Generation is calling on Texas Gov. Greg Abbott to protect LIFE in law by signing HB& into law ASAP. The predators don’t seem to care about the loss of life they are arranging, but we believe Chemical Abortion Pill traffickers will care when, at the very least, it costs them their evil profits.”
“Students for Life Action has been all over the Lone Star state this summer, sounding the alarm about illegal Chemical Abortion Pill trafficking into Texas,” said Hawkins. “We will not stop doing so until women are safe, the preborn are protected, and these abusers are held accountable.”
As reported by the Associated Press, HB 7, as passed by the Texas House, allows anyone who manufactures or provides access to Chemical Abortion Pills to be sued for up to $100,000 in damages. However, only a pregnant woman, the man who impregnated her, or other close relatives could collect the entire amount. Anyone else who sues could receive only $10,000, with the remaining $90,000 going to charity. This gamechanger bill also contains provisions intended to keep those with a history of family violence from collecting and barring disclosure of women’s personal or medical information in court documents.
This continues to be a victory for SFLAction and Texas Right to Life (TRTL), which demanded that the Women and Child Protection Act be a top priority in the Texas special session. And Texas has proven that they are listening to pro-life voices.
SFLAction has been working since the regular Texas legislative session this spring to get this legislation to Gov. Abbott’s desk. When signed into law, this bill would be the first of its kind in the country.

In regular session, SFLAction fought for passage of the bill, activating our more than 100 Texas student groups on behalf of this innovative effort. SFLAction Vice President of Media & Policy Kristi Hamrick testified during the general session in favor of the original bill.

After calling for a special session on the Women and Child Protection Act, the bill was filed as SB 6 sponsored by Sen. Bryan Hughes and HB 30 sponsored by Rep. Jeff Leach. SB 6 passed through the Senate, but no action was taken on HB 30.
Duke Denman, a Students for Life Action (SFLAction) Student Captain and Students for Life leader at Founders Classical Academy of Leander took on the Texas legislature to lobby for SFLAction-inspired Women and Child Protection Act on both July 21st and August 11th. He also testified in favor of SB 6.
After the first special session ended, the bill was immediately reintroduced as SB 7 for the second special session and passed the Senate State Affairs Committee. Then, HB 7 was introduced in the House State Affairs Committee.
