AUSTIN, TX (08-25-2025) – Students for Life Action (SFLAction) President Kristan Hawkins praised the Texas House State Affairs Committee for again passing House Bill 7 in an 8-4 vote. The Women and Child Protection Act targets Online, No-Test Chemical Abortion Pill traffickers by empowering those harmed by the harmful pills to hold them accountable.
“Students for Life Action has been all over the Lone Star state, sounding the alarm about illegal Chemical Abortion Pill trafficking into Texas,” said Hawkins. “We’ve testified, lobbied, called, written, and prayed our way across the state. We are also proud of the efforts of our students and staff who never failed to keep the lives of preborn babies and their mothers as our priority.
The newly configured HB 7 allows anyone who manufactures or provides access to Chemical Abortion Pills to be sued for up to $100,000 in damages. This is a huge win for SFLAction and Texas Right to Life (TRTL), which demanded that theWomen and Child Protection Act be a top priority in the Texas special session. Now, the Texas House needs to vote this piece of legislation through.
In Texas, it is groundbreaking that this kind of legislation passed out of the House State Affairs Committee. SFLAction has been working since the regular Texas legislative session this spring to get this legislation to Gov. Abbott’s desk.

In regular session, SFLAction fought for passage of the bill, activating our more than 100 Texas student groups on behalf of this innovative effort. SFLAction Vice President of Media & Policy Kristi Hamrick testified during the general session in favor of the original bill.

After calling for a special session on the Women and Child Protection Act, the bill was filed as SB 6 sponsored by Sen. Bryan Hughes and HB 30 sponsored by Rep. Jeff Leach. SB 6 passed through the Senate, but no action was taken on HB 30.
Duke Denman, a Students for Life of America (SFLA) Student Captain at Founders Classical Academy of Leander took on the Texas legislature to lobby for SFLAction-inspired Women and Child Protection Act on both July 21st and August 11th. He also testified in favor of SB 6.
After the first special session ended, the bill was immediately reintroduced as SB 7for the second special session and passed the Senate State Affairs Committee. Then, HB 7 was introduced in the House State Affairs Committee.
