Students for Life Action Calls on Pennsylvania House to Reject an Abortion Ballot Measure “So Radical Even Infanticide is on the Table”; Pledges to Engage in Primaries to Stop the Bill

“Pennsylvania’s abortion-loving legislators had seven bad bills to choose from and picked the worst one to advance first. House Bill 1957 would put unlimited abortion into the Commonwealth’s state constitution with language so radical even infanticide is on the table,” said Students for Life Action’s Kristan Hawkins. “This bill’s extremism will motivate voters like us to engage in the primaries, as the Keystone State needs only one house seat to shift to better protect Life in law and in service.”

WASHINGTON D.C. (12-17-2025) – Students for Life Action (SFLAction) President Kristan Hawkins called the move to prioritize Pennsylvania’s House Bill 1957 “just what motivated pro-life voters will need to get more involved in the next round of elections.”  The measure is expected to be up for a vote later today, on the third reading of an attempt to radicalize the Keystone State’s Constitution. The bill is one of seven bad ideas that support abortion under consideration, but, as the state session is coming to an end, the vote may come quickly. Last minute additions in votes this week have made the bill become more horrific than when it began. This is the beginning of a process that will need to go through both chambers, twice, and be published, twice, before it can be on the ballot before voters. 

The bill reportedly will: 

  • Establish a constitutional right to “reproductive liberty.”
  • Allow abortion up to and including the moment of birth. 
  • Empower the person involved with the abortion to end a born-alive baby’s life, if that person (paid to end the life) decides that the mother may suffer emotional distress.
  • End anti-discrimination protections, such as limits based on race, age, disability, sex, sexual orientation, gender identity, religion, or relationship status.
  • Enshrine a legal standard so severe in support of abortion that it will be next to impossible for any existing pro-life laws or limits to survive. 
  • Override “conflicting” statutes, meaning it would invalidate laws that impose “undue burdens” on abortion.
  • Demand taxpayer funding of abortion.

The attack on pro-life laws or attempts to pass pro-life bills will be significant if the measure succeeds. As reported by Focus on the Family’s Citizen Magazine: “‘It’s such a high bar that, colloquially, it’s referred to as ‘strict in theory, fatal in fact,’ meaning that very few laws survive challenge under this rigorous test,’ Dr. Elizabeth Kirk, a law professor at The Catholic University of America, testified before the Judiciary Committee.”

“Educating voters on the stakes in the next election will be key,” said Hawkins. “The GOP holds the state senate but is one vote away from a majority in the state house. We can stop this ballot measure before it begins with a change in the legislature. You can expect to see the Pro-Life Generation engage in some key races with this in mind.” 

Pro-life allies note that “all 14 Democrat legislators on the (state House) Judiciary Committee are endorsed by and have received funds from Planned Parenthood’s Political Action Committee.”
