RALEIGH, NC (12-15-2025) – Students for Life Action (SFLAction) will be active in North Carolina, calling State Senate offices and urging State Senate President Pro Tempore Phil Berger to advance SB 378, “Align Medical Eligibility with Federal Law,” a critical measure that would defund Planned Parenthood and other abortion vendors from receiving Medicaid contracts in North Carolina. SFLAction President Kristan Hawkins noted, “North Carolina voters want lawmakers to stop the music and end the musical chairs of moving bills around to finally finish what they started. Wasting scarce healthcare resources on abortion vendors makes no sense. Full-service options for care that will cherish both mother and preborn child are available throughout the Tarheel State and provide one-stop shopping for life-saving treatment.”

ON THE BACKSTORY:
Earlier this year, the North Carolina Senate passed SB 378, a bill designed to prevent taxpayer dollars from flowing to abortion vendors. The House later approved the measure. Normally, the next step would be straightforward: the bill returns to the Senate for a vote to accept or reject House changes before heading to the governor’s desk.
Instead, the bill was blocked by an obscure procedural maneuver — Resolution 2025-11 — which restricts what legislation can be considered during the limited monthly sessions before the start of the next session. When the House returned the bill, the Senate refused to receive it, marking it: “Ineligible to be received pursuant to Resolution 2025-11.”
In plain English: Legislative leaders used a technical rule to stop SB 378 from moving forward, without calling a final vote and without providing accountability to their constituents who are calling on their legislature to protect the preborn.
Despite this setback, lawmakers still have time to act. The legislature will be meeting once a month for budgeting and administrative purposes before the next session officially reconvenes in April.
The path forward is clear: Senate Leader Phil Berger has the authority to override this rule and vote on his own bill. SB 378 represents a commonsense step to ensure taxpayer dollars do not subsidize abortion providers. Advocates say it is time lawmakers move past procedural delays and take transparent action to save lives.
