Students for Life of America Calls on HHS & FDA to “Go Back to the Drawing Board” in their Review of Chemical Abortion Pills

“Three Democratic Party Presidents forced Chemical Abortion Pills on the market, without 60 votes in the U.S. Senate. It will only take one administration, led by President Trump, to demand a real review to fix this,” said Students for Life’s Kristan Hawkins. “But a thorough review means asking the right questions with the right partners, as the FDA has ignored the risks for decades.”

WASHINGTON D.C. (10-02-2025) – The news that Health and Human Services (HHS) Secretary Robert F. Kennedy Jr. and Food and Drug Administration (FDA) Commissioner, Dr. Martin Makary have sent a letter to Republican Attorneys General promising a review of Chemical Abortion Pills represents an historic opportunity – if handled thoroughly.  Students for Life of America (SFLA) President Kristan Hawkins sent a letter to both HHS and the FDA, along with the Department of Justice (DOJ) and the Environmental Protection Agency (EPA), noting that a successful search for Gold-Standard science and a real review will depend on how key questions are answered.

Hawkins wrote in part:

“SFLA has been calling for an actual review of Chemical Abortion Pills for years. During the 2024 Presidential campaign, the two big asks SFLAction discussed with the Trump Administration was a call to cut federal support for abortion vendors and to end the lawless distribution and negligent support of Chemical Abortion Pills. But because of the life-and-death stakes for preborn children, their mothers, and the environment, the assessment must go back to the beginning. 

“Even if you wanted to accept past studies, Chemical Abortion Pills today are distributed on an unprecedent scale that conservatively results in more than 50 tons of chemically tainted blood, placenta tissue, and human remains being flushed into America’s waterways each year.

“As America’s waterways are flooded with a progesterone blocker, we’ve also seen an increase in infertility. It’s the responsibility of the federal government to determine whether its policies are harming American citizens.

“… The Pro-Life Generation’s concern: This review will fail unless a thorough, original investigation takes place, rather than a rubber stamping of past analysis. This review will fail if, at the end of the process, the U.S. government merely supersizes the warning label. This review with fail without a study of the risks of abortion water pollution. This review will fail if abusers continue to have easy access to Chemical Abortion Pills, using them against mothers without their knowledge or consent. This review will fail if the Justice Department does not weigh in on violations of the Comstock Act as well as the blatant disregard of the laws of pro-life states by their abortion-loving neighbors. 

“We cannot remain the United States of America when some states openly attack and celebrate the attacks on the laws and lives of people – born and preborn — in other communities. 

“Before this review goes too far along, here are some key questions that must be addressed. 

  1. Who will be conducting this review? The FDA has turned a blind eye to the issues of Chemical Abortion Pills for years, and, if current personnel decide the definition of “review,” the threat of deep state agendas will likely taint the outcomes. 
  • Will the HHS and the FDA commit to doing their own research, rather than just rubber stamping the paperwork of past administrations? 
  • Will the FDA insist on full disclosure of the conflicts of interest of all those who offer research, as so much of the so-called “science” in favor of Chemical Abortion Pills comes from those with a financial interest in a certain outcome?   The media frequently attacks the support for preborn babies and their mothers, when discounting serious studies that detail the risks of abortion. But pro-abortion studies get no such scrutiny. Such concerns have been ignored so far, and the following examples are by no means definitive but represent the kind of agenda-driven groups claiming that Chemical Abortion Pills have been vetted.

A short list of those whose funding and agenda have been ignored as they discussed “safety” includes:

  1. The Population Council that brought Chemical Abortion Pills on the market. 
    1. Gynuity Health Projects that is closely tied to abortion dollars. Consider this Influence Watch report: “Gynuity has received grants from major left-of-center foundations since at least 2003, when it operated as a for-profit company. It also lists non-foundation donors, including the International Planned Parenthood FederationPlanned Parenthood Federation of America (PPFA)Population Council, and Society for Family Planning.”
    1. The Bixby Center that operates out of the Advancing New Standards in Reproductive Health (ANSIRH)Those affiliated with ANSIRH, such as Dr. Daniel Grossman, frequently author papers claiming all things abortion are safe. 
  • Will the FDA do the first-ever federal evaluation of abortion water pollution, which has been ignored? As detailed in four of SFLA’s five citizen petitions, the federal government never did its own evaluation of the potential for environmental harms and, instead, the FDA rubber stamped an environmental assessment from the Population Council,  actively pushing to get the deadly drugs on the market. As deregulation has taken place, tests to determine the impact on endangered species or for compliance with the Clean Water Act have not been performed. 
  • Will the FDA and  EPA demand on-going testing to ensure that abortion water pollution is not tainting the crystal-clear water desperately needed by all Americans? 
  • Will this review extend to the Department of Justice (DOJ) as currently the No-Test, Online Distribution of Chemical Abortion Pills ignores abortion-by-mail, illegal under the Comstock Act?
  • Will the DOJ address the current, federal ambivalence to the on-going attacks of Blue States against Red States, as laws are passed to assist lawless pill pushers who wish to break state laws protecting Life?
  • Will this review also prioritize the standards of the EPA, which has received numerous letters from Members of Congress and outside groups often led by SFLAction calling for the “Forever Chemicals” of Chemical Abortion Pills to be tracked and tested for as part of regular process, given the increase in abortion water pollution permitted by the policies of the federal government?
