CHARLESTON, SC (10-01-2025) – In light of the debate around Senate Bill 323 in South Carolina, Students for Life Action (SFLAction) notes that the bill is not the only pro-life game in town, as the Human Life Protection Act will be returning. The SFLAction-inspired bill is designed to end all abortions, protect preborn children, and empower mothers to choose Life, while holding abortionists and abusers accountable. This significant effort is still being discussed by the so-called “Sister Senators,” who even this week were complaining about the commitment of the GOP to the human rights issue of our day – protecting LIFE. SFLAction engaged in voter education about these Senator’s failure to fight for preborn infants, a push that voters responded to by removing their support.
In advance of a hearing on Wednesday for a different life-related bill, SFLAction President Kristan Hawkins sent a letter to lawmakers in South Carolina urging the passage of the Human Life Protection Act, as a principled alternative that would end all abortions and recognize both victims of the abortion industry, children and mothers. Here is an exclusive look at the letter:
To the Honorable Members of the South Carolina General Assembly,
Students for Life Action (SFLAction), on behalf of more than 1,600 student groups, including 14 active groups in South Carolina, and more than 230,000 trained activists operating in all 50 states, calls on the General Assembly to finish the good work of finally passing the Human Life Protection Act. The measure has repeatedly passed both chambers in the legislature, advancing protections for preborn children from the beginning of their lives.
The Human Life Protection Act prohibits nearly all abortions except in cases of medical emergency. Strict penalties for violations are applied and are meant to hold the abortionist responsible, as a predator operating an enterprise designed to end an innocent life. Anyone knowingly committing or facilitating an abortion—including prescribing or delivering abortion-inducing drugs or devices, regardless of being a physician or not—is guilty of a felony punishable by up to $10,000 in fines, imprisonment of up to two years, or both. The legislation also makes it a felony to coerce an abortion by force or threats, holding abusers directly accountable.
To protect mothers’ identities, this legislation ensures courts are required to consider and, as appropriate, order the preservation of anonymity in related civil or criminal proceedings with provisions to seal court records, limit hearing access, and allow lawsuits under pseudonyms. To restore a culture of Life in South Carolina, women must feel protected and supported. The Human Life Protection Act provides a common-sense way forward in how to abolish abortion for good, without compromising on principles that protect preborn children from their earliest days as well as mothers who are often the second-victim of the predatory abortion industry.
The voters’ commitment to this approach can be seen clearly in the June 2024 election outcomes of the Republican “Sister Senators,” who were replaced once SFLAction educated South Carolina voters on their betrayal of pro-life values in blocking the measure.
The legislation also keeps the focus of the enforcement on those predators who engage in a business of ending innocent life for profit.

As Clarke D. Forsythe wrote in a National Review Op-Ed recently, “The cause for life needs to be on the side of women, and their flourishing, because of the negative effect of elective abortion. And it cannot be on the side of women by promoting the prosecution of women for abortion. Advocates of prosecution need to decide whether they want to punish women or reduce elective abortion.”
