DES MOINES, IA. (05-01-2026) – Students for Life Action (SFLAction) President Kristan Hawkins applauded Iowa State House Representatives for passing the SFLAction-championed “Abortion-Inducing Drugs Informed Consent Act” (HF2788). If signed into law, the measure would require in-person dispensing for Chemical Abortion Pills and impose civil penalties via lawsuits against Chemical Abortion Pill vendors who are disseminating the deadly pills in violation of the bill’s parameters. It also requires doctors and physicians to obtain a signed patient agreement form, detailing specific health and safety information, including the possibility of abortion reversal and how to access emergency care.
“This is what GOP legislators should be doing – pushing pro-life legislation addressing a killer that moves through the mail — Chemical Abortion Pills. These deadly drugs expose women in injury, infertility, and death, empower abusers, and create abortion water pollution by the tons,” said Hawkins. “We are seeing this kind of legislation trending across the country.”
SFLAction is also asking the Iowa Senate leadership to amend this bill to fully stop all Chemical Abortion Pills from coming into the state of Iowa, whether from out-of-state or in-state.
These dangerous pills are being bought and sold by out-of-state manufacturers and shipped into the state of Iowa where doctors are able to legally prescribe them. This informed consent law is a good steppingstone, but true protection for women and preborn children will only come when these dangerous pills are made fully illegal in Iowa.
According to a January 2026 Students for Life of America’s Demetree Institute for Pro-Life Advancement poll released and conducted by Survey USA, the Youth Vote, which makes upnearly half of the electorate, agrees on the importance of legislation like the “Anti-Chemical Abortion Pill Trafficking Act.” More than 9 in 10 supported a federal review of Chemical Abortion Pill policy and the reinstatement of health and safety standards that have been stripped away from Chemical Abortion Pills, leaving women at risk for injury, infertility, death, and abuse at the hands of those who use the deadly pills against women without their consent. Half of the Youth Vote also supports in-person dispensing requirements for Chemical Abortion Pills to protect women from abuse, with only 27% opposing such requirements.
If passed, the “Abortion-Inducing Drugs Informed Consent Act” would:
- Dictate that Chemical Abortion Pills can only be dispensed directly to the patient in a healthcare setting by an authorized healthcare professional, except in medical emergencies.
- Require physicians to screen for coercion; acquire a signed consent form that details risks, abortion pill reversal options, and emergency care access; and conduct an in-person examination before disseminating Chemical Abortion Pills.
- Require physicians and hospitals to report detailed information about Chemical Abortion Pill complications to the Department of Health and Human Services (HHS) for HHS to create anonymized statistical reports on Chemical Abortion Pill complications.
- Hold Chemical Abortion Pill vendors civilly liable for dissemination of Chemical Abortion Pills in violation of the “Abortion-Inducing Drugs Act” and gives standing to those injured or negatively affected by the illegal dissemination to bring lawsuits against the Chemical Abortion Pill vendors.
- Clarify that a miscarriage is not an abortion.
- Require miscarriage medical reports to include whether the patient used Chemical Abortion Pills within two weeks of the miscarriage.
SFLAction is encouraging Iowa voters to join the fight by calling their State Senators and telling them to amend HF2788 to fully ban ALL Chemical Abortion Pills in the state of Iowa.
