“We salute the members of the South Carolina Family Caucus who are fighting to see the ‘Human Life Protection Act’ finally get to the Governor’s desk in South Carolina,” said  Students for Life Action President Kristan Hawkins as the bill advanced again. “The Speaker and Judiciary Committee Chair have a simple choice to make: advance the bill, by making it a priority now, or risk the wrath of Republican primary voters.”

COLUMBIA, SOUTH CAROLINA (03-04-2025) — Students for Life America’s (SFLA)’s Strategic Leadership Coordinator, Chloe Osborne, will testify in favor of the Human Life Protection Act, HB 3457, a long-term effort of the Pro-Life Generation. South Carolina’s Constitutional Laws Subcommittee of the House Judiciary Committee will consider the measure, praised by Students for Life Action (SFLAction) President Kristan Hawkins as it returned last month. “The Pro-Life Generation went to work when three former GOP ‘Sister Senators’ blocked a vote on protections for preborn infants from their earliest days of life. We will employ that same intensity in South Carolina to see a vote finally take place,” said Hawkins.

During her testimony, Osborne will discuss the horrors of abortion and the need for the historic legislation in South Carolina. Below is a transcript of her testimony:

“Good morning, members of the South Carolina Constitutional Laws Subcommittee of the House Judiciary Committee and thank you for the opportunity to address you today.

“My name is Chloe Osborne. I live in Rock Hill, South Carolina and serve as the Strategic Leadership Coordinator with Students for Life of America, here to represent Students for Life Action. We are the nation’s largest pro-life organization with more than 1,500 groups in all 50 states. Groups in South Carolina include those at the University South Carolina and Clemson University.

“The Pro-Life Generation supports HB 3457: The Human Life Protection Act, which would prohibit most intentional abortions within our state, except for medical emergencies, and create penalties those profiting off the deaths of infants in the womb. The bill demands that in an emergency, every effort will be made to save both lives, the sign of a truly compassionate society.

“My generation has been targeted by Corporate Abortion, first in the womb, and now as we are able to have our own children. Millions of my peers are MISSING because of abortion. Abortion represents a life-and-death choice that ends an innocent human being. Though we have no National Abortion Reporting law to give us the true picture, Planned Parenthood founded Guttmacher Institute says abortion impacts about one in four women, leaving these mothers with the guilt, pain, or regret from their abortion.

“Prior working at Students for Life of America, I worked at the Palmetto Women’s Center that helped abortion vulnerable women with nowhere to turn. I’ve seen firsthand the dangers of abortion and what happens when innocent people are dehumanized. These women were lied to by the abortion industry, told that they wouldn’t be good mothers, and their preborn children were not human beings or even alive. Many of these mothers were even coerced into having an abortion.

“Life is not measured on a sliding scale, with more value depending on whether someone can breathe on their own or feel enough pain to suit a third party. Students for Life of America rejects prejudice against people based on race, age, sex, stage of development, parental income, perceptions of abilities, or the events of conception. A national tragedy took place in our country when some people were considered less valuable than others. We must not continue those mistakes. A unique human life begins when egg and sperm unite – but you don’t have to take my word for it. Just look at the science.

“A study from the National Library of Medicine reports, and I quote: “Biologists from 1,058 academic institutions around the world assessed survey items on when a human’s life begins and, overall, 96% affirmed the fertilization view.”  The study goes on to suggest that there is an ethical and professional obligation for scientists to share these truths with the public. If science affirms that life begins at conception, then each legislator in this state has a responsibility to protect and defend Life from conception to natural death.

“I urge you to support HB. 3457 and stand with the Pro-Life Generation as we seek to abolish abortion and build a culture of LIFE. South Carolina’s leaders need to empower mothers to choose life for their preborn babies. Twice before, this bill passed, and I have great hope in you that you will succeed again and protect all lives in South Carolina. Thank you for allowing me this chance to speak to you all, and please support these reasonable protections for life.”

John McCravy III and the Family Caucus for starting the work of this legislative session with a demand that protecting Life receive priority treatment. But now, SFLAction is getting loud to amplify the pro-life movement’s call that State House Speaker Murrell Smith and the House Republican Caucus prioritize the Human Life Protection Act in their prioritization of bills.”
