Students for Life Action Calls on Kansas Governor to Sign Bill to End Taxpayer-Funded Abortion, Support Mothers & Children

TOPEKA, KAN. (04-02-2026) — Students for Life Action (SFLAction) President Kristan Hawkins called on Kansas Gov. Laura Kelly to sign the SFLAction-championed House Bill 2513 (HB2513) to end taxpayer-funded abortion and support mothers & children in Kansas. If signed into law, Kansas would no longer allow state and federal funds to be allocated to facilities committing abortions, while reallocating $2 million to the state’s “Pregnancy Compassion Awareness Program,” which funds Pregnancy Resource Centers that provide aid to mothers and children during and after pregnancy and birth.

“Pregnancy Resource Centers are the first line of defense for many at risk families, who need the diapers, formula, parenting help, and loving support, so that their family can thrive,” said Hawkins  

 

If signed into law, HB2513 would: 

  • Prohibit the allocation of federal and state “pass-through” funds to any organization that commits abortions or is affiliated with an organization that commits abortions, including Planned Parenthood. 
  • Reallocate $2 million to the state’s “Pregnancy Compassion Awareness Program,” which directs funds toward Pregnancy Resource Centers that provide care and support to mothers & children. 
  • Protect Pregnancy Resource Centers from being forced to commit abortions. 

 

According to a January Students for Life’s Demetree Institute for Pro-Life Advancement poll of the Youth Vote released and conducted by Survey USA, 34% of youth voters are more willing to accept abortion limits when mothers, children, and family are given increased support from federal and state government — support that Pregnancy Resource Centers, funded and protected by HB2513, provide. That’s a 7-point shift in favor of Life. 

Plus, nearly a third of Republican voters are less likely to vote in the upcoming midterms if they feel the GOP is not addressing abortion, according to a February Cygnal poll.
