
Calls Begin to Arkansas’ Chairwoman of the State House Judiciary, Republican Rep. Carol Dalby, for Her Role in Blocking Vital Pro-Life Legislation
“Legislators in Arkansas have an opportunity to protect their preborn citizens and pregnant mothers who are targeted by out-of-state Chemical Abortion Pill pushers,” said Students for Life Action President Kristan Hawkins. “Chemical Abortion Pill traffickers don’t care about the body count as long as the money keeps rolling in from trafficking pills anonymously, which brutally end life in the womb. Too many preborn babies have already died in Arkansas from the greed and recklessness of these abortion lovers. Now is the time for Arkansas legislators to show their constituents that they take women and child safety seriously by stopping Chemical Abortion Pill trafficking.”

LITTLE ROCK, AR (04-02-2025) – Yesterday, Students for Life Action (SFLAction) began calling voters in the district of the Arkansas State House Judiciary Chairwoman, Republican Rep. Carol Dalby, to alert them that their Representative has again delayed action on a vital piece of pro-life legislation. SFLAction staff member Kelsey Muse was set to testify before the committee about adding HB 1678, an SFLAction-inspired amendment, to the already-in-effect Abortion-Inducing Drugs Safety Act. If passed, HB 1678 would stop the illegal trafficking of dangerous Chemical Abortion Pills into Arkansas, where Life in the womb is protected, and abortion is prohibited. Preventing the reckless distribution of dangerous Chemical Abortion Pills through illegal trafficking would be a massive step forward in upholding Arkansas’ laws to end the violence of abortion. Instead, Rep. Dalby refused to bring the bill up in a hearing, according to SFLAction staff in the Capitol.

The Abortion-Inducing Drugs Safety Act addresses out-of-state abortionists and abortion websites, from places like New York and California, who are illegally mailing Chemical Abortion Pills into Arkansas. Penalties include making each act a Class D felony and a fine of $50,000 per violation.
The following is a portion of Muse’s testimony: “The Online, No Test Distribution of Chemical Abortion Pills exposes women and girls to injury, infertility, and death.
“The pills cause four times the complications as surgical abortion, with a risk of death that is ten times higher, according to a National Institute of Health Study. Although it uses inadequate reporting, the FDA still notes women’s deaths from deadly pills on its website.
“You don’t have to be pro-life to know that online distribution of Chemical Abortion Pills is a problem.
“A recent story from Pennsylvania illustrates the issues. A teenage girl reportedly went to an abortion vendor only to be told she was too far along, at which point it’s alleged that she got pills by mail. A baby’s body, buried, has been recovered, authorities say, and even Planned Parenthood has issues with the online distribution that allegedly led to a child’s death.
“Talking with WGAL, Casi Scully, Associate Medical Director at Planned Parenthood Keystone, said, “If you’re accessing medication and you’re not sure where it’s coming from, it’s maybe not regulated. You don’t know exactly what it is. That can definitely be a problem. Potential complications can be bleeding, infection, those kinds of things.
“While the media messages that unregulated Chemical Abortion Pill distribution is what younger voters want, registered Gen Z and Gen Y voters by margins of more than nine in 10 support health and safety standards for the deadly pills, as well as environmental protections.
