OVERVIEW:
Since its founding in 2019, Students for Life Action has been turning words and actions into legislation — and this year, we have achieved that more than ever before. Now that the power to protect Life has been rightfully returned to the states, we cannot lose momentum. As the Pro-Life Generation continues to grow, SFLAction continues to push harder than ever to deliver victories for preborn children state-by-state.
Dedicated activists with our sister organization, Students for Life of America, have built a presence on nearly 50% of American college campuses, with more than 1,600 active student groups nationwide. These students knock on doors, lobby at state capitol buildings, and lead other grassroots efforts to protect Life.
This year, SFLAction tracked more than 1,110 pro-life and pro-abortion bills across 49 states, according to Bill Track 50 legislative tracking software. Following our Lobby Day efforts in 26 states, SFLAction ultimately worked in 27 states, and SFLAction-inspired legislation was introduced in 16 of those states. Lawmakers used SFLAction’s models and advocacy to introduce 20 bills during this cycle aimed at strengthening pro-life protections and building a Culture of Life.
Released after the 2024 election, the Make America Pro-Life Again Roadmap has paved the way for legislation to survive legal and constitutional scrutiny — even in states that now have ballot initiative laws in place. The roadmap notes the findings of the 2007 SCOTUS case Gonzales v. Carhart. In this case, the court found that a limit on a specific type of abortion was permitted depending on specific findings, such as “the right of government to protect citizens and their safety.”
But the big win this session came in Texas. In a groundbreaking move, Texas directly targeted the growing threat of mail-order deadly Chemical Abortion Pills, which SFLA President Kristan Hawkins called “death by mail” in her Townhall op-ed discussing the SFLAction-inspired legislation. She noted, “The ‘Anti-Chemical Abortion Pill Trafficking Bill’ stalled close to the finish line after passing through the Texas State Senate, coming to an abrupt halt in the Texas House State Affairs Committee. It got stuck again in a special session, but the third time was a charm.”
The “Women and Child Protection Act” makes historic strides in penalizing those targeting young life in the womb. As reported by The Associated Press, HB 7, as passed by the Texas House, allows anyone who manufactures or provides access to Chemical Abortion Pills to be sued for up to $100,000 in damages. However, only a pregnant woman, the man who impregnated her, or other close relatives could collect the entire amount. Anyone else who sues could receive only $10,000, with the remaining $90,000 going to charity. This game-changing bill also contains provisions intended to prevent those with a history of family violence from collecting and barring disclosure of women’s personal or medical information in court documents.
Once again, innovative policy launches in the states.

A TOP PRIORITY:
Year after year, a top priority includes “Life at Conception” legislation, which recognizes the scientific reality that life begins at conception and deserves protection. By legally defining personhood from the first moment, these bills aim to close loopholes in existing pro-life laws and ensure that every preborn child is protected — no matter their stage of development or the circumstances of their conception.
THE NEW FRONTIER:
SFLAction also leads the fight against the rise of Chemical Abortion Pill trafficking, a growing threat in the wake of Roe v. Wade’s reversal. With abortion activists increasingly relying on mail-order Chemical Abortion Pills to bypass state laws, SFLAction-backed legislation targets the illegal distribution of these drugs, especially to minors or across state lines.
These efforts are essential in combatting unregulated, do-it-yourself abortions that put women and children at risk and undermine state-level pro-life protections.
INNOVATIVE LEGISLATION MEETS ENVIRONMENTAL THREAT:
When the pills were first brought on the market by President Bill Clinton’s manipulation and pressure, the FDA accepted a 1996 Environmental Assessment from the Population Council, the group that was going to make the money. The way the pills were monitored and distributed was very different then, and the abortion profiteer asserted that the only real environmental issue to consider was people littering the packaging. Five times since then, as the health and safety standards were adjusted, the FDA has ignored its responsibility to prove that a change in policy does not hurt the environment.
SFLA has raised those issues in our citizen petitions, pointing out the negligence of those fast-tracking Chemical Abortion Pills. But we’ve also gone even further. Though the federal government SHOULD be doing water testing, we are doing it for them.
Students for Life will release a peer-reviewed study later in 2025 as we do the work that three Democratic Party presidents have failed to do. Our study of a few key cities will be the first of its kind, and the need for this study is clear when you understand more about the bulk of the chemically tainted blood, placenta tissue, and human remains flushed into our waterways.
Considering that we’re told to not flush goldfish, how is the horror of flushing human beings allowable? Hospitals and brick-and-mortar abortion vendors aren’t permitted to dump their medical waste in this way. And yet, the no-test, online distribution of Chemical Abortion Pills gives de facto permission to abortion vendors to do what no other medical vendor can: dump chemically tainted blood, placenta tissue, and human remains into our waterways.
THE MATH ON CHEMICALLY TAINTED PLACENTA + BABY IN THE WATER EACH YEAR = DEATH MEASURED IN TONS
A baby at 12 weeks is approximately half an ounce in weight and up to 2.25 inches in length. The placenta at this stage weighs around two ounces. Chemical abortionists advise women to be near a toilet when they have taken the pill and have made the decision to end the baby’s life. Unfortunately, 642,700 made this choice in one year, according to Planned Parenthood in 2025.
So, 2.5 ounces x 642,700 = an estimated 1,606,750 ounces of precious baby remains that were flushed into our drinking water. Converting ounces to tons, we have 50.21 tons of placenta tissue and human beings.
For a point of comparison, the average car weighs 1.4 tons.
And that weight estimate is likely on the low end. Women can gain access to Chemical Abortion Pills starting at between 10 to 12 weeks into pregnancy, but we know many use these pills much later in pregnancy, when the baby and placenta are more developed.
Think about that: The abortion industry’s favorite think tank says more than 50.21 TONS of placenta tissue and broken bodies were flushed into our waterways in just one year.
In addition, the number of Chemical Abortion Pill deaths is a LOW estimate when you look at other countries. We have no national abortion reporting law, and nations that do track Chemical Abortion Pill deaths say that seven in 10 or perhaps eight in 10 abortions are committed with the deadly drugs. In Finland, Sweden, and Norway, for example, more than nine in 10 precious lives deliberately ended in the womb are destroyed with Chemical Abortion Pills.
SFLA’s estimate is that at least eight in 10 abortions in the U.S. are likely committed with Chemical Abortion Pills. In 2024, the Planned Parenthood-founded Guttmacher Institute estimated that 1,048,710 abortions took place. If 80% of those were committed with pills, that would be 838,968, which would mean that a more accurate assessment of the tons of pathological medical waste in the water would be more than 65.5 tons.
As SFLA/SFLAction has raised this obvious issue, so-called experts have tried to argue that it’s not a problem. Our response: You show us your study, and we’ll show you ours. Our federal government has so far failed to conduct the required testing.
In fact, left-leaning PolitiFact tried to debunk our concerns and walked away after offering nothing more than platitudes about abortion.
In our response to the article in 2023, Hawkins noted: “The lack of U.S. evidence that we flagged as a problem from day one of this project isn’t absolution; it’s the sign of failure by the FDA … While the article jumps wildly in its discussion from topic to topic, their basic finding was that Americans don’t need to worry about environmental harms because we have no U.S. tests to consult. So, let’s get that testing done. Lack of evidence is the problem, not the excuse for more government-sanctioned dumping of pathological medical waste.”
Other than the abortion industry, can you name another business allowed to dump its waste, including pathological medical waste, into our waterways with the lazy assurance that IF we can PROVE it’s a problem, they might stop? The hypocrisy of the supposedly environmentally conscious left when it comes to abortion water pollution is clear.
You don’t have to be pro-life to want clean drinking water.
And legislators took note.
In This Year’s Legislative Session, SFLAction Identifies Four Key Trends:
The PLG reports on trends for those trying to pass pro-life legislation. Fox News noted that SFLAction works “in conjunction with state lawmakers and has already confirmed a slate of pro-life bills” in state legislatures.
Our experience highlights the following trends:
1. States Following the “Make America Pro-Life Again Roadmap”
The Hill: “[Students for Life Action’s] ‘Make America Pro-Life Again Roadmap’ includes filing lawsuits challenging the federal regulation of the abortion pill and pushing for the passage of legislation in states that target the use, sale and distribution of abortion medication.”
The “Make America Pro-Life Again Roadmap” lays out clear, achievable steps — from awareness to action — that lawmakers and activists can follow to build real momentum. Whether it is first-time sponsors or seasoned champions, more leaders are plugging into this plan and driving it forward. And as more states get behind the wheel, the pro-life movement is accelerating toward a future where every life receives protection — no detours, no stalling, and no turning back. Our proof? The numbers reported above.
In light of SFLA’s educational efforts on the danger abortion poses to us all — preborn children, mothers, men, and the environment — new legislation moved forward.

3. The PLG Builds Momentum with Bills Returning & Plans Underway

This year, the PLG turned grassroots efforts into legislative progress. In state capitol buildings all over the country, pro-life advocates advanced bills that protect women, preborn children, and medical integrity. These were not symbolic efforts — they were real legislative wins with real-life impact.
It can take several cycles to get a bill passed, and we almost made it to the finish line in Texas, where the “Women and Child Protection Act” was introduced for the first time. This year also marked Oklahoma’s second introduction of its “Anti-Chemical Abortion Trafficking” legislation.
While it can take years of relentless effort, reintroductions, and grassroots pressure to get strong pro-life laws passed, every hard-fought session proves worthwhile when even one preborn baby gets saved or and the abortion industry loses another path to harm women and children.

West Virginia Watch: “Kristan Hawkins, president of Students for Life Action, testified that the bill would close a lot of loopholes for charging physicians and entities that send abortion medication to states where the procedure is not legal.”
We also received a vote on the “Clean Water for All Life Act” in Maine in both the House of Representatives and the Senate. This bill includes common-sense health and safety standards for women seeking abortions, will save lives, and will prevent water pollution. In an “Ought Not to Pass” vote, the bill received a final tally of 78-66 in the House and 21-12 in the Senate.
Even in an “Ought Not to Pass” vote, 66 representatives and 12 senators still recognized the value of Life in a pro-abortion state. The Pine Tree State tragically allows abortions “up to the point of viability” and lets minors undergo abortion procedures without parental consent or notification.

4. Some of Our Adversaries Look Like Our Friends
LA Times: “I’m pretty sure [abolitionists] protest me more than they protest Planned Parenthood,” Hawkins said.
Some of the biggest threats to Life did not come from the abortion lobby. Instead, they came from supposed allies. Whether it is squishy Republicans who buckle under pressure in states such as Texas and South Carolina or self-proclaimed “abolitionists” in Oklahoma who believe women should receive penalties for getting abortions, we keep watch on those who undermine our mission to protect Life. Not all opposition wears blue.
At SFLAction, we employ a strategic plan for protecting women and preborn babies. We want to win hearts and minds and save lives now.
SFLAction encountered the most resistance from these adversaries in the following states:
Oklahoma:
Students for Life Action: “If Oklahoma can’t stop Chemical Abortion Pill trafficking, it’s not because of Democrats. It’s because Republicans chose not to act.” – Sen. David Bullard
Self-proclaimed “abolitionists,” who are more accurately called “prosecutionists,” may have stalled the “Anti-Chemical Abortion Pill Trafficking” legislation — and Senate leadership let it happen. But the fight is not over. This setback only fuels our determination to return stronger next session.
But one abolitionist lawmaker, Sen. Dusty Deevers, was willing to spike the ball on Oklahoma’s pro-life momentum by offering an amendment that would open the door to criminalize women who choose to get an abortion. Although this misguided amendment was not added, Senate leaders still refused to bring the “Anti-Chemical Abortion Pill Trafficking” legislation to a vote. Some lawmakers said that the abolitionist amendment was used as an excuse for Senate leadership to block the proposed law, which would have protected women and children from deadly abortion pill trafficking.
SFLA and SFLAction do not advocate for jailing women for miscarriages or abortions. We focus our legislative efforts on the predators making billions in profit as they end precious preborn babies’ lives for money.
That is not the case with “abolitionists,” who obsess over prosecuting women rather than abortionists or even the men who also played a role in a child’s life. Because of their extremism, this historic bill did not move forward. However, at least some lawmakers in Oklahoma have fought the good fight.
Make no mistake: SFLAction will be back come January 2026, and we will be ready to drive this life-saving bill into the end zone. We will keep fighting until trafficking of deadly Chemical Abortion Pills ends — for women, for children, and for Life.
South Carolina:
FITSNews: “Touting its work as a campaign of ‘supersized activism,’ Students for Life Action is hosting a series of events across The Palmetto State this week in support of legislation which would [prohibit] all abortions in South Carolina.”
This year, the PLG rallied behind the “Human Life Protection Act,” a bill that protects preborn children from the moment of conception. SFLAction led the charge with grassroots activism, lobby days at the South Carolina Capitol, and direct engagement with lawmakers.
This “Life at Conception” legislation received a hearing on March 4, 2025, in the House Judiciary Committee’s Constitutional Laws Subcommittee. Unfortunately, it was stalled by House Judiciary Chairman Rep. Weston Newton, and House Speaker Murrell Smith Jr. refused to allow it to reach the floor for a vote.
The legislation previously passed twice out of committee in prior sessions, leaving no valid excuse for leadership to deny it a vote this time around.
This inaction led SFLAction to launch coordinated efforts in the Palmetto State urging Rep. Newton and Speaker Smith to bring the “Human Life Protection Act” to a floor vote. In addition, former Planned Parenthood director and now pro-life advocate Abby Johnson, along with Hawkins, sent a letter to both Speaker Smith and Rep. Newton urging them to hold a vote.
Sadly, the fact that these two legislators hindered SFLAction-inspired legislation was not entirely surprising. Rep. Newton has called us part of the “D.C. Swamp” and claimed that we come from “out-of-state” and spread lies about him, while Speaker Smith previously sparked concern about his true commitment to protecting Life when he represented Planned Parenthood in a 2015 case tied to an alleged botched abortion.
On May 7, just one day before South Carolina’s legislative session ended, SFLAction held a news conference at the state House urging a vote on the “Life at Conception” legislation.
Hawkins was joined by Rep. McCravy and former Arkansas State Sen. Jason Rapert, who now serves as president of the National Association of Christian Lawmakers. Together, they condemned Smith and Newton for stalling the bill and standing by as the GOP caucus attacked Rep. McCravy for the “crime” of prioritizing the lives of South Carolinians in the womb.
After the news conference, SFLAction brought spines to the offices of Speaker Smith and Rep. Newton to remind them that they should show courage by passing our “Life at Conception” legislation. We used a similar tactic last year on the infamous “Sister Senators,” who blocked pro-life protections, and we later replaced them with fearless, pro-life fighters who listen to their constituents and do not cower.

Ultimately, the legislature ended its session on May 8 without voting on the “Life at Conception” legislation. But under South Carolina’s carry-over rules, the “Human Life Protection Act” still has a chance in 2026. This time, we are not leaving without a win for Life.
Texas:
Students for Life Action: “We shared the dangers that come with Chemical Abortion Pills and how those dangers multiply into even scarier territory when there is no physician oversight, leading to women not getting adequate treatment if they end up in the ER or abusers using these pills to further harm victims” – Students for Life of America’s Faith Elwonger
The “Women and Child Protection Act” almost made it across the finish line in Texas. The bill offered a chance to save more than 13,000 lives in Texas, but lawmakers chose to play politics instead of standing for Life.
SB 2880 and HB 5510 targeted online, no-test Chemical Abortion Pill traffickers who flood Texas communities with dangerous, illegal pills. The legislation would have enabled civil action against those who distribute Chemical Abortion Pills.
On April 22, 2025, the Senate version of the measure, sponsored by State Sen. Bryan Hughes, passed the Texas Senate State Affairs Committee in a 10–1 vote.

Five days later, on April 30, it passed on the Senate floor in a 19–11 vote. Momentum was on our side, but the job was not yet finished.
Building on that momentum, the PLG took on the Texas legislature to push for the “Women and Child Protection Act.” On May 15, we met with lawmakers to discuss the harms of Chemical Abortion Pills.
On May 23, the “Women and Child Protection Act” passed out of the House State Affairs Committee in an 8–5 vote — a major victory for pro-life advocates across Texas.
SFLA alumni Rep. Briscoe Cain led the push, with 43 lawmakers urging Rep. Ken King to act on the legislation. Unfortunately, even after the bill passed out of the House State Affairs Committee, King refused to move the bill to the Calendar Committee before the session ended on June 2. His inaction effectively killed the bill and handed a victory to Chemical Abortion Pill traffickers instead of women and children.
Still, the pro-life movement in Texas gained momentum this year, and we will return next session with stronger voices and broader support to protect Life.

We now ask Texas Gov. Greg Abbott to call a special session for the “Women and Child Protection Act.”

Students Hit Ground Running in Fight to Defund Planned Parenthood and All Abortion Facilities
OSV News: “Pro-life groups including Students for Life Action pushed the Trump administration and Congress to strip funds from Planned Parenthood.”
As we saw in South Carolina and Texas, cutting funds to Planned Parenthood and abortion vendors nationwide takes a lot of effort. We support the state and federal efforts to let lawmakers know that we do not want our scarce resources wasted on abortion vendors.
This year, 77 unique student groups in 26 states got involved in efforts to support state and federal efforts to defund Planned Parenthood and other abortion facilities. They visited the offices of 38 House Republicans and 13 Senate Republicans to encourage them to end funding for Big Abortion once and for all.
Abortion will remain a federal issue until taxpayers are no longer forced to support abortion vendors, federal regulations and laws cease to support or mandate it, and loopholes like failures to enforce the Comstock Act are addressed.

SFLAction continues to be the premier pro-life, grassroots activator in the nation. We’re able to mobilize student activists in virtually any location nationwide thanks in large part to 19 years of work from our sister organization, Students for Life of America, which invested in growing and cultivating the on-the-ground pro-life army ready to protect life in law in all 50 states. A flame was ignited in the hearts of the PLG across the nation when Roe fell into the ash heap of history three years ago. In that moment, SFLAction was prepared to enact life-saving laws throughout more than a dozen states.
After Gonzales v. Carhart, where the Supreme Court upheld limits on partial-birth abortion because of the impact on those involved, we pursue legislation that reflects reality — the pain and trauma women face, the risks overlooked, and the need to protect Life and medical integrity.
