Two months out from the inauguration of America’s 47th President of the United States, many speculate on what President-elect Donald Trump may do first. His return to the White House comes with great hopes and expectations from Students for Life Action (SFLAction) and the Pro-Life Generation (PLG) at large, especially after the disastrous and outright hostile four years under the Biden-Harris administration.
Weaponized federal agencies, the promotion of abortion in governmental programs & resources, and the abuse of federal power against Pro-Life Americans or to expand access to dangerous Chemical Abortion Pills represent just a few of the actions taken.
As such, a great deal of damage must be undone, with safeguards put back into place.
To help with that To Do List, SFLAction has compiled 11 executive actions – so far – that can be executed to Make America Pro-Life Again.
Pardon and Release the Pro-Life Prisoners
SFLAction and the pro-life movement grow increasingly concerned about the injustice experienced by pro-life organizations and activists. The Federal Bureau of Investigation (FBI) and the Department of Justice (DOJ), through their misuse of the FACE Act, wield power in a discriminatory manner.
To name a few incidents:
- In October 2020, operated by the late-term abortionist Cesare Santangelo, five protestors were found guilty of FACE Act violations at the Washington Surgi-Clinic.
- A pro-life protestor named Mark Houck was arrested at his home in front of his children in 2022 for protesting peacefully outside of a Planned Parenthood facility.
- A Students for Life of America (SFLA) staff member was likewise arrested for sidewalk-chalking on a public street in front of an abortion facility in Washington D.C. in 2021. Thankfully, in 2023, the courts ruled in favor of SFLA.

We call on President-elect Trump to pardon the pro-life prisoners and dismantle the weaponized federal apparatus aimed at Christians, pro-life groups, and traditional families for too many years.
Require the EPA to Track Chemical Abortion Pills’ Presence in the Water Supply and Require the FDA to Conduct Required Environmental Testing
President-elect Trump, through his appointed leadership, can direct the Environmental Protection Agency (EPA) to conduct regular and comprehensive environmental testing and tracking of the forever chemicals of Chemical Abortion Pills, which can leech into the food, water, and soil.
Our previous letter to Congress shows this has widespread support and support from Sen. Marco Rubio and Rep. Josh Brecheen.
SFLA also illustrated in multiple citizen petitions to the Federal Drug Administration, as well as in an amicus brief at the U.S. Supreme Court, that Mifepristone can negatively impact aquatic animal and plant life but has not been sufficiently investigated.
Mifepristone can be present in the remains of the blood and placenta tissue that, along with a preborn child, is flushed into America’s wastewater when disposed of at a home, apartment, or dormitory. The FDA must be held accountable for allowing the abortion industry to practice corporate dumping of pathological medical waste and prove that their deregulation of these deadly pills won’t cause harm.
The President-elect can direct the EPA and FDA to do the required testing and on-going monitoring before allowing distribution, ensuring that Chemical Abortion Pills are not negatively impacting human, aquatic, animal, and plant life or the water supply.
Re-instate the Mexico City Policy
President-elect Trump can again sign the Mexico City policy as an executive order on his first day in office to prevent U.S. tax dollars from being misdirected to abortion. According to CBS: “The policy was originally announced by President Reagan in 1984 and required nongovernmental organizations to agree as a condition of receiving any federal funding that they “would neither perform nor actively promote abortion as a method of family planning in other nations.”
As the U.S. Conference of Catholic Bishops notes, “The Mexico City Policy simply requires non-governmental organizations receiving U.S. aid to refrain from performing or promoting abortion as a method of family planning in developing nations.”
The Biden-Harris administration made quick work of this policy when they took office, and their 2020 platform stated “We will support the repeal of the global gag rule (also known as the Mexico City Policy) and measures like the Helms Amendment, which limit safe access to abortion.”
This policy needs to come with a fix, as currently bad actors who incorporate in the United States but send taxpayer dollars worldwide to promote abortion get a pass. The Mexico City Policy needs to apply to all who might send U.S. taxpayer support abroad for abortion.
This situation is seen currently in the President’s Emergency Plan for AIDS Relief (PEPFAR) also being used by non-governmental organizations to promote abortions and push a radical gender ideology abroad.

Develop a Working Group(s) to Identify All the Abortion Policy Pushed During the Biden-Harris Administration to Evaluate Where the Funds Went and Redirect them to Life-Affirming Programs
The Biden-Harris administration established working groups and committees to ensure maximum support for abortion throughout federal agencies.
The Trump-Vance administration has the opportunity to do the exact same thing, but in reverse, by directing The Department of Health and Human Services (HHS) and other federal agencies to evaluate how the Biden-Harris Administration abused their power to force abortion policy and funding and then cut funding or redirect them to life-affirming programs. And organizations like SFLAction stand ready to support that effort.

Commitment to Appointing Judges Who Respect the Rule of Law & 14th Amendment Rights for All.
President-elect Trump can once again make a mark on the judiciary to appoint people committed to the rule of law and who understand that the 14th Amendment offers protections for all Americans — born and preborn.
Judges like Amy Coney Barret, for example, were widely supported by SFLAction for her pro-life positions.

Debar & Defund Planned Parenthood.
Any politician trying to argue that abortion is not federal isn’t paying attention. But to take that approach, President-elect Trump should defund and debar Planned Parenthood as well as denounce their attacks on state laws.
Beyond abortion, it would align with Trump’s recent commitment to protect children from the barbarism of genital mutilation and hormone therapy – areas where Planned Parenthood jumped on the opportunity to profit. They have added “transgender services” to their abortion portfolio, becoming the second largest “gender-affirming care” organization in the country.

Enforce the Comstock Act
The Biden-Harris administration outright ignored The Comstock Act, a law that governs how the U.S. Postal Service (USPS) handles the mailing of abortifacients, intended to end a preborn life. The law says that mailing the dangerous pills is not permitted … but the Biden-Harris Administration said they did not need to follow that well-known restraint.
Enforcing The Comstock Act would also address those who are deliberately breaking the laws of other states by mailing Chemical Abortion Pill.

Restore the REAL Definition of Title IX.
President Biden’s Administration dismantled the heart of Title IX, which was initially enacted in 1972 to protect women and provide equal opportunities in education by changing the definitions of who is to be protected. Importantly, Students for Life of America has a Pregnant and Parenting Bill of Rights to protect the rights of pregnant and parenting students, based on Title IX rights. Yet, this program designed to protect WOMEN is undergoing a seismic shift to prioritize transgender individuals, which ironically undermines the Title IX’s very nature. With his vigorous defense of women’s sports, we know that the Trump administration will take the issue seriously – but we call upon President-elect Trump to begin the process of restoring the definitions in Title IX and make it not just pro-woman, but also pro-life again.

Redirect Military Spending Towards National Defense, Not Abortion Travel Funding
In 2023, the Biden-Harris administration began misusing defense funds to cover abortion travel expenses for service members. In October 2023, the VA reported in the previous year that the VA facilitated 88 abortions. Yet, the Veterans Health Care Act of 1992 prohibits the Department of Veteran Affairs (VA) from providing abortion services of any kind.
Sen. Tommy Tuberville (R-AL) took a bold, principled stand against this, blocking the Biden-Harris administration Pentagon and Department of Defense nominees in the Senate while pushing for the VA Abortion Transparency Act of 2024.
We call upon the Trump-Vance administration to support similar legislation and use their power to enforce existing laws regarding the use of defense funds for abortions and to explicitly block any future funding of abortions in the military or elsewhere.
Reverse Havier Becerra’s Actions with HHS to FORCE Emergency Room Abortions After the EMTALA Decision & Restore Conscience Protections.
The Biden Administration has been trying to weaponize a federal regulation known as EMTALA — the Emergency Medical Treatment and Labor Act – to force states to provide abortions in emergency rooms, regardless of state laws. This law was originally created to ensure that hospitals stabilized all patients in the emergency room, regardless of their ability to pay.
This well intended law has been twisted by the HHS to now take lives instead of saving it by including abortion as emergency care. This push is hardly surprising given that just like Kamala Harris, while HHS Secretary Havier Becerra was the Attorney General of California, led unprecedented attacks on pro-life Americans.
That’s why we’re calling upon Trump to use the resources at his disposal – whether through lawyers or executive action – to protect the conscience rights of doctors and medical professionals, as well as the residents of states who choose pro-life laws, from barbaric government overreach. We can begin with the Trump Administration issuing new HHS memorandum on restored respect for LIFE, conscience rights, and faith-based freedoms of hospitals attempting to save lives, not end them.
Clean out the Bad Bureaucrats at the FDA, EPA, HHS, and the DOJ.
With the recent creation of the Department of Government Efficiency (DOGE) headed up by tech tycoons Vivek Ramaswamy and Elon Musk, we’re hopeful about the waste and excess of Washington getting cut … starting with Big Abortion Pharma and bloated abortion vendors.
The next Trump administration will have a lot of work to do to roll back all the abusive abortion policies integrated throughout programs and budgets. Firing pro-abortion activists and useless government workers is a great way to start … because Personnel is Policy.
